Introduction
Guangdong Daya Bay Nuclear Power Station (GDBNPS) is located on the
coast of Daya Bay in the east of Shenzhen, and occupies an area of 635000
m2. The
Station equipped with 2 100 MW grade PWR units was constructed and is now
being operated by Guangdong Nuclear Power JV Co., Ltd (GNPJVC) formed in
joint management of Guangdong Nuclear Power Investment Company, Ltd (GNPIC)
and Hong Kong Nuclear Power Investment Company, Ltd (HKNPIC). It is regarded
as the largest sino-foreign joint venture. The two units were put into
commercial operation on February 1 and May 6, 1994 separately, the annual
design capacity ranges from 10~12.6 billion kWh. In 1995, 10.105 billion
kWh were produced to the grid, somewhat higher than the annual target of
100 billion kWh. The funds for construction are financed by share holders
(75% from Chinese Party and 25% from Hong Kong Party) and the other part
is collected by Bank of China through foreign export credits and commercial
loans. As planned, the capital plus interest shall be paid back within
15 years starting from the operation of the Plant. In late 1979 the economic
and technical feasibility studies for the project initiated; in 1982 the
project was incorporated into the state construction program by approval
of the Chinese Government; in 1983 talks for the JV contract began and
the pre-stage preparations followed up. On February 9, 1985, the GNPJVC
was formally established bearing an exclusive responsibility for engineering
construction, production and operation. In April 1986, the letter of intent
for the three major contracts concerning the supply of nuclear island equipment,
etc. were concluded; in September the three contracts and the loan agreement
were formally signed in Beijing and in October came into effect upon approval
by the Chinese government. During the period starting from the first concrete
being poured for the nuclear island of Unit 1 in August 1987 to the accomplishment
of the Station followed by electricity generation in May 1994, civil works
of 92 buildings and installation and commissioning of 606 systems of machinery,
electrics, instruments, water, steam, etc. were completed. In the course
of construction of the Station, the GNPJVC consistently implemented the
basic principle of Safety First and Quality First, strictly observed the
State laws and regulations in nuclear safety and environmental protection,
accepted safety reviews and inspections conducted by the IAEA, and established
a strict QA system. The whole project was carried out under the joint leadership
and supervision of Guangdong Provincial Government, the former Ministry
of Water Resources and Power Industry, and CNNC. The success of the GNPS
marks a new stage in China nuclear power industry and it is playing a promotive
role in economic growth and social prosperity for both Guangdong Province
and Hong Kong.
